The Department is headed by Mohamed Omar Absiye

The docket of Education and Social Service has seven sectors namely Early Childhood Development Education, Children Department, Adult and Continuing Education, Youth Polytechnic, Youth Development, Department of Sports and Gender and Social Development.

To be a model county in the provision of quality services for a holistic Education, Gender and Social Service delivery to foster Growth and Development that is nationally competitive and sustainable.

  •     To create efficient awareness, mobilization and capacity building mechanisms for effective management and delivery of Education services in Mandera County.
  •         To enhance access, equity, retention, transition and completion levels at the Early Childhood Education, Non Formal Education, Primary, Secondary and Tertiary institutions in Mandera County.
  •         Provision of infrastructure at Early Childhood Education, on Formal Education, Primary, Secondary and Tertiary institutions.
  •         To improve quality of Training Programmes in Mandera County.
  •         Enhance the capacity of the young people to engage in a meaningful activities in the County.
  •         To improve transition within the system and address the needs of the marginalized young people in Mandera County.
  •         To Equip the Youth with relevant skills, Knowledge and attitudes in the County.
  •         To provide quality,affordable and accessible formal and non-formal training.
  •         To mobilize, sensitize and provide direction for the County to participate in sports recreation, good health, completion,career development and as an industry.

Functions

  •         Formulation, dissemination and implementation of Education, Gender and social Services policies.
  •         Administration and management of Education, Gender and social Services Programmes.
  •         Provision of infrastructure and Curriculum support.
  •         Quality Assurance in Education, gender and Social services Programmes.
  •         ECDEand NFE Teacher Education Management.
  •         Registration and regulation of education and training institutions in the county.
  •         Promotion of ICT in acceleration of Education, Gender and social services development.
  •         Co-ordination and Networking with Educational institutions and Organizations involved in Educational, Gender and Social Services Development in the County.
  •         Provision of tools of trade for effective teaching, learning and mentorship development materials.
  •         Promotion of Education, Adult learning,continuing education and lifelong learning through post literacy programmes.
  •         Working in partnaship and collaborate with individuals and other organizations to provide alternative modes of education to adults and out-of school youth.
  •         Facilitate enrolment,recruitment,coaching and registration of children and youth in education ,vocational training and self help development groups.
  •         Empowerment of communities by mainstreaming cross cutting issues in Education,Gender and Social development programs.
  •         Developing an integrated data management system for youth,women and vulnerable groups.
  •         Empowering children through improved children rehabilitation programmes.
  •         Enhancing community effort in poverty reduction, HIV/AIDS programmes Child protection and enhancing alternative family care services (adoption, foster care, guardianship).
  •         Protect children from child labour, discrimination and malpractices as well as other retrogressive harmful cultural practices causing vulnerabilities among the target groups.
  •         Improve quality of training programs and equip the youth with relevant skills,knowledge and attitudes .

  •         Identification, mobilization and distribution of tailoring machines to the six sub-counties
  •         ICT items for all the departments
  •          Conduct Stakeholders meetings in all the six sub-counties,meeting with members of Area Advisory Council(AAC)
  •         Visit to Charitable Children Institutions
  •         Sensitize beneficiary welfare committee on OVC-CT(Orphans and Vulnerable Children Cash Transfer)
  •         Carry out Human,infrastructure resources Audit,Child protection needs assessment in all the six Sub-Counties.
  •         Sensitise staff on Performance Contract and appraisal.
  •         Provision of workshop tools and equipments for the youth polytechnics in the County.
  •         Construction of Boys and Girls hostels at the Technical Vocational Institute at Mandera East Sub-County
  •         Recruitment of twenty five instructors for the Youth Polytechnic in the County
  •         Procurement of  sports goods and equipments
  •         Modified sports uniform for  the young  women to fit cultural norms
  •         Purchase of election materials (stationaries,booth etc)
  •         Sports tornament for ladies in the County
  •         Training facilities and facilitation of trainers of trainees in sports in the six sub-Counties
  •         HIV/AIDS awareness /drug rehab sports programmes in the six Sub-Counties
  •         Bursary for rehabilitated youth in the youth polytechnics
  •         Installation of high speed internet  connection at the Youth empowerment centre
  •         Entreprenuership training /business skills development for the youth in the six Sub-Counties
  •         Development of data bank on youth with innovative business ideas
  •         Training on youth sacco’s formation and management
  •         Developing a business incubator for the youth
  •         Attachment,internships and job placements programmes for the youth
  •         Annual youth market trade/fair and youth Health Camp in the six Sub-Counties
  •         Campaign against crime,drugs,substance abuse and conflict mitigation campaigns in the six Sub-Counties
  •         Sexual reproductive Health trainings/responsible sexual behavior campaign in the six sub-counties
  •         Life skills and leadership trainings for youth in the six sub-counties
  •         Sensitization against retrogressive cultural and social practices in the six sub-counties
  •         Youth exchange programmes

Mandera County Education Conference held on 7th and 8th June 2013 where all stakeholders were brought on board due to the poor performance in the National examinations both in KCSE and KCPE in Mandera County.
Mandera Private Schools Association (MAPSA) meeting on the performance of private schools for the year 2012.
Visit to Sala Primary School by the Deputy Governor and the Executive Education on 23rd July, due to the poor performance 2012 and being the best improved school in the Country.
Training of Early Childhood Development Education teachers(ECDE) during the holidays.
Participated in the Adult International Literacy day in Mandera.

  •         Best Girl with B from Moi Girls and Best Boy with B plus from Sheikh Ali High School in KCSE picked by Equity Bank for Pre-University Scholarship programme and will be employed,go for holiday studies and sent to abroad Universities.
