THE KENYA OFF-GRID SOLAR ACCESS PROJECT (KOSAP)

 

The Kenya Off-Grid Solar Access Project (KOSAP) is a flagship project of the Ministry of Energy, financed by the World Bank aimed at providing electricity and clean cooking solutions in the remote, low density, and traditionally underserved areas of the country. The Project is part of the government’s commitment to provide universal access to electricity in Kenya by 2022, universal access to modern energy services for cooking by 2030, as well as the impetus for growth in achieving Vision 2030. The Project is implemented jointly by the Ministry of Energy, Kenya Power and Lighting (KPLC) as well as Rural Electrification and Renewable Energy Corporation (REREC).

 

Beneficiaries

 

The Project targets to reach approximately. 277,000 households (1.3 million people),  community facilities: schools; health facilities and administrative offices as well as  380 community boreholes in the 14 Counties of West Pokot, Turkana, Marsabit, Samburu, Isiolo, Mandera, Wajir, Garrisa, Tana River, Lamu, Kilifi, Kwale, Taita Taveta and Narok.

 

It will also facilitate the installation of 250,000 solar home systems in the 14 Counties and selling of 150,000 clean cooking stoves in 8 Counties of West Pokot, Turkana, Isiolo, Samburu and Marsabit, Kwale, Taita Taveta and Kilifi.

 

Duration and Funding

The Six year Project was launched in July 2017 and will complete by June 2023. It is funded to the tune of $USD 150 Million (approximately KSh 15 Billion) by the World Bank.

 

                

Scope of the Project

 

 Component 1 Mini-grids   for Households and Public Facilities

 As the target counties are not served by the national grid, mini-grids will be constructed to be the main source of energy. A total of 151 mini-grids will be constructed throughout  I2 of the 14 Counties. The mini-grids will then be used to provide electricity to community facilities, enterprises and households. The mini-grids will be constructed in areas that have a minimum population of 100 households and sufficient existing or potential business and institutional loads.

 Component 2 on Stand Alone Solar Home Systems

The vast majority of off-grid population in the 14 counties is dispersed and requires individual system solutions (Solar Home Systems- SHS).Under this component the Project aims to establish sustainable supply chains for marketing and sales of solar home systems in KOSAP Counties. While the Private Sector Actors have penetrated the solar market in other parts of the country they have not made the same in-roads in the 14 Counties. The Project has established a Results Based Financing and Debt Facility (RBF) which will provide incentives to solar businesses to extend and expand their reach in the 14 Counties. 

Under this component the project aims to deliver 250,000 Stand-alone Solar home Systems and 150,000 high tier clean cooking solutions. SNV Netherlands Development Organisation in partnership with SunFunder are the Facilities Manager.

Types of Support under the RBF and Debt Facilities

There are three Facilities available for access by private companies:

  1. Results-Based Financing (SSP RBF) Facility (KES 1.2 billion) for Solar Service Providers
  2. Debt Facility (KES 3 billion) for Solar Service Providers
  3. Challenge Fund and Results-Based Financing (RBF) Facility (KES 0.5 billion) for Clean Cooking Solutions Service Providers (CCS SPs)

Component 3A Stand Alone Home Systems for Public Facilities

Under this, community facilities developed by the Ministry of Health, Ministry of Education and the Ministry of Interior will be supplied with power for optimum performance. 

 To achieve this, a private sector contractor will be procured by KPLC for each service territory to supply, install and maintain stand-alone solar systems in community facilities.

Component 3B Solar Water Pumps for Community Facilities

 

About 380 boreholes associated with community facilities in the 14 Counties will benefit from the installation of solar powered water pumps. This will increase sustainable access to water supply by equipping new boreholes and retrofitting existing diesel –powered boreholes.  

 

The Rural Electrification Agency and Renewable Energy (REREC) which is in charge of implementing this aspect of the project will hire private sector contactor to supply, install and maintain stand alone solar systems for the community facilities. This will enhance the sustainability of these facilities as operational cost associated with diesel based systems will be avoided.

 

 

Component 4 A: Capacity Building for Counties

 

Trainings under KOSAP is aimed at enhancing the capacity of the targeted county governments. The County government’s role in the energy sector is defined under the Constitution as “county planning and development, including-electricity and gas reticulation and energy regulation.” Given that the County Governments have been in existence for less than six years, there is need to enhance their Capacity in order to undertake this function effectively.

 Trainings for the County Government are focused on Energy Management, Renewable Energy and Sustainable Resource Management, Tariff Rates and Cost Recovery Requirements, Environmental and Social Management, among others.

The Governor of Mandera County created the Ministry of State for Public Service Conflict Resolution Cohesion and Integration (CMPSCRCI) to provide strategic leadership and guidance to the Public service on the human resource management and development and cohesion and integration and further outlined the following key functions

The county public service board

The CPSB was established under the County Government Act of 2012

The mandate of the CPSB is to constitute a harmonized, competitive and sustainable County public service work force and propose to SRC remunerations package for the entire Public Service through regular review of remuneration to attract and retain quality and competitive staff in the Public Service staff. Functionally, the CPSB is a semi-autonomous County government agency with full secretariat staff

So far CPSB has recruited chief officers, sub county administrators and their deputies, Town administrators and ward administrators, supply chain staff and Revenue staff. They are in the process recruiting county secretary, departmental technical staff and other cadres relevant to various departments.


Izzudin Abdullahi is currently the CECM for Education, Sports & Culture with over 12 years of experience in Audit, Strategy Development, Finance Process Consolidation and experience in implementing Oracle Financial Solutions. He graduated from the University of Wisconsin, Madison with a Bachelors of Business Administration Degree majoring in Accounts & Information Systems.

He started his professional career with PricewaterhouseCoopers LLP USA Advisory Practice in New York City NY, USA where he worked with clients in internal audit, optimization of company’s general ledger and finance processes, and implementation of the Sarbanes Oxley Act (404) as required by the US Securities and Exchange Commission (SEC), and other regulatory bodies. Amongst the clients he served with PwC include the Bank of New York Mellon, Citibank North America, Goldman Sachs, PepsiCo North America, McDonalds Corporation, MasterCard International, SAP, The United Nations Office in New York amongst others.

After he left the PwC Advisory Practice, Izzudin worked jointly with the Ministry of Defense, Rwanda and the Ministry of Infrastructure, Rwanda towards the development, financing and operation of the 9.50 MW Rukarara hydro power plant. Izzudin has also co-authored a thought leadership publication, “Audit Forensics & Data Integration Tools, Finding the Right Balance” which was published by PricewaterhouseCoopers LLP and adopted as a learning toolkit for new Audit Professionals.

As part of his community activities, Izzudin served as a College Tutor for Calculus I, Macroeconomics and Microeconomics at the Madison Area Technical College Alternative Learning Division. He was also selected to represent the State of Wisconsin at the Center for International Business and Research National Case Competition held at the Ohio State University in 2005. In 2012-2013, Izzudin successfully lobbied the Turkey Africa Association to provide 102 scholarships for students to study in Turkey from the Northern and Upper Eastern Region.

36 of these students are from Mandera, and are currently returning to Kenya after the successful completion of their studies. Hence, Izzudin is dedicated towards reducing the educational achievement gaps within Mandera County, and will be working jointly with various stakeholders within the County towards this end.



Mandera County’s Ministry of health led by CEC Dr. Mohamud Eda has in the past few days instituted active intervention and control measures at Kutulo sub-county which had an outbreak of cholera. The Ministry set up a cholera treatment centre (CTC) with sufficient supplies and staff to make sure the disease is arrested and further spread prevented. The index case was an imported one from Nairobi.

Since the outbreak, a total of 102 cases were detected and treated, with no deaths occurring among patients who came to CTC in time. We only lost one child due to delay at home by the parents. We are Sory about that one particular case.

The last 24 hours, we have recorded only 3 admissions. Apart from the active case management, a team of public health officers are leading community interventions together with Community Health Workers and volunteers.

The Ministry has also activated Health rapid response teams in all sub-counties, in view of the situation to detect and deal with any spill-over effects. Public sensitization on hygiene, provision of water treatment tools and information on disease prevention strategies are on- going in all the sub-counties.

We would like to encourage the public to seek help in case of any illness and report to nearest facilities for any health situation that is out the ordinary. Hand washing and using acqua tabs or boiling drinking water is advised.

As from Monday this week InshaAllah, public health officers in all the sub-counties will go round all schools to inspect sanitary situation and deliver health education talks. Kaa chonjo! Stay safe! Observe personal hygiene and drink safe water!


A team led by the Mandera Water and Sewerage Company (MANWASCO) CEO Mr. Abdikadir Tache has concluded community public participation exercise for the proposed water project which is funded by Water Sector Trust Fund (WSTF) under Green Growth and Employment program (GGEP).

The project which is expected to particularly benefit the residents of Sake (Mandera West) and Lanqura (Mandera North) will see the construction of 50,000 cubic metres dam, solar pumping set and elevated tank, sanitation facilities, Cattle trough and the plantation of 2500 drought resistant trees.

The residents of Sake and Lanqura immensely appreciated Mandera County Government and the donor for prioritizing water needs for both human and livestock. The project which is funded to the tune of KSHs. 70 million once commenced is expected to be completed in 6 months.

Governor Roba’s administration remains committed to increasing access to efficient, safe and affordable water and sewerage services.
