Through the appropriated budget, the county has constructed 15 markets across the sub-
counties, with a combined capacity of 665 stalls, including the Elwak modern market

explore opportunities for development.

to strategically position herself as a regional cross-
Tborder trade and business hub. Before devolution,
many sectors were in dire need of attention. These sectors
were underfunded and unresponsive to opportunities.
Mandera was marginalised in terms of project funding, of-
fice facilities and staffing for development. But today, in
the border town with Somalia and Ethiopia, businesses are
growing and opportunities for investments are emerging.
The number of private investors is on the rise, especially in
hospitality and home-based industries.
Among the key investments in the county are three-star
hotels. The Ministry of Trade, Investments, Industrialisation
and Cooperative Development prepared a roadmap to turn
the county into a business hub. The roadmap has taken
