To position Mandera as the fruit producing county of Kenya
To transform the livestock sector from a way of life to competitive economic activity that will transform the lives of our pastoral communities
To achieve a good state of water security in Mandera by 2017
To ensure efficient and economical provision of water and sanitation services, increase environmental conservation, appropriately use natural resources and improve access to affordable and environmentally friendly sources of energy
To achieve fair state of food security in the county.
To improve the livelihood Mandera County residents by promoting competitive farming practices through appropriate policy framework.
To create an enabling environment for agricultural development, increase productivity, promote market access, avail affordable farm inputs, increase value addition and affordable sharia compliant financing.
To ensure that all Manderians have access to quality healthcare by 2017
To promote and facilitate unrestricted inter county movements of goods and services all year round
To formulate spatial planning that will carter for the current and future needs of our population and align land use to modern sustainable use
To implement a total financial management solutions in all county operations
To mobilize resources both internally and externally to make development priorities a reality
To promote world class infrastructure to achieve socio-economic development in line with Kenya’s Vision 2030
To propel livestock sub-sector to the future as thriving, competitive and economically viable activity.
To improve livestock production, productivity, health and marketing
To enhance access, quality, equity retention, transition and completion levels at the ECDE, non formal education, primary, secondary and tertiary education

To establish and transform an efficient and effective workforce that delivers services to the satisfaction of the citizens
To comply with the requirement of the constitution and all the relevant Acts and regulations
To promote service to citizens by working collaboratively, innovatively, efficiently, effectively while being responsive to our people and be fiscally prudent.
To promote Private Sector development through sharia compliant trade finance, commercially oriented cooperatives, enterprise development.
To foster conducive linkages, information management and collaborative mechanism to enhance industrial and tourism infrastructure for economic growth and development.
To adapt financial management and reporting as per the International Financial Reporting Standards (IFRs).
