At the forefront of Mandera County’s leadership stands the esteemed figure of H.E. Mohamed Adan Khalif. Elected in August 2022 as the Governor, he represents a new era of leadership characterized by both expertise and relentless dedication. His journey, marked by challenges, accomplishments, and steadfast service delivery, positions him as a symbol of hope and progress for the people of Mandera County.

With a strong foundation in public administration and policy implementation, Governor Khalif’s entry into public service was not abrupt. Prior to his governorship, he demonstrated his administrative prowess as the Managing Director of Frontier Engineering from 2005 to 2017. Under his guidance, the company flourished, securing significant national and regional construction projects. These endeavors encompassed roads, rural electrification, building structures, and water projects. It was during this tenure that he showcased his remarkable ability to collaborate with a diverse range of stakeholders, including government officials, local communities, and businesses.

His leadership skills continued to shine when, from 2017 to 2022, he shouldered the responsibility of the Speaker of the Mandera County Assembly. Tasked with upholding the constitution and other relevant statutes, he ensured the integrity of legislative proceedings. Even earlier, as the Chairman of Mandera Town Council from 2008 to 2013, Governor Khalif made an enduring impact. He oversaw the town’s planning and surveying, and successfully resolved longstanding land disputes, some of which had lingered for two decades. He also instituted mechanisms to amplify the voices of the most vulnerable in the community.

Tracing back his academic journey, Governor Khalif’s foundational education took place at Elwak DEB Primary School. This was followed by formative years at Maseno and Wajir High Schools. His pursuit of higher education led him to Kampala University, where he earned a degree in Business and Management Studies in 2011.

Within Mandera’s leadership framework, Governor Khalif stands as a dynamic element, crafting a story of progress, development, and unity.
