Achievements
Before the County:
At the start of devolution mandera county government inherited roads which were in poor conditions and in some cases nonexistent. These roads were impassable during rainy season and very bumpy during drier months. The entire county had only the following roads which connected an area of 25,991.5 kilo metre square.
After the County
Some of the milestones achieved include but not limited to the following:
Since the inception of devolution, the county has massively invested in roads works and has greatly expanded road networks creating new roads which didn’t exist before devolution. The county also upgraded to bitumen standards and graveled a number of kilometers across the county. Some of the Road works undertaken include the following:

The county government has partnered with other governmental and non-governmental body in its quest to achieve quality road infrastructure, in order to spur social-economic growth in Mandera County. Some of these agencies include KeNHA, KURA, KeRRA, KUSP, the World Bank among others. They have partnered with the county in constructing the following roads:
Roads infrastructural development benefits to the livelihood of the residents of mandera county are:
Bitumen Road-Non-existent.
Gravel Road- 100 Km.
Earth Road – 2,083 Km.

Construction of Concrete Bridge in Mandera Town-one
Construction of box culverts in various parts of the county- 10 including Khalalio road, Lagwarera, Road 2 and in Busley area.
All weather Murram roads -1,707kms
Drifts- Construction of more than 83 drifts across seasonal streams.
700km of new unclassified roads have been successfully bush cleared and opened up.

Public works department is a service department that acts as project manager which designs, prepares bills of quantities, and supervises all government buildings. In most cases the projects being supervised belong to other ministries. That notwithstanding, the department also has its own projects which it supervises. The department’s projects are termed as the County’s Flagship Projects and include the following;

The Ministry of Roads, Transport and Public Works is headed by a County Executive Committee Member. The ministry comprises the Department of Roads and Transport, and the Department of Public Works, both headed by chief officers. The Department of Roads and Transport carries out implementation of roads infrastructure projects, while the department of public works is concerned with implementation of county building projects.

Provision of Building Services.
Avail designs for building within One (1) month from the date of receipt of request.
Submit Bills of Quantities for approval within One (1) month from the date of approval of designs.
Prepare interim payment certificate to building constructors within four (4) weeks of the application.
Issue final accounts on contracts within three (3) months from completion of works.
Respond to emergencies immediately.

The following critical strategies are pursued by the Mandera County Government through the Ministry of Roads, Transport and Public Works:

Attract, hire, develop and retain an effective, diverse, professional, dedicated and responsive team of employees;
Empower employees at every level to provide county services with maximum effectiveness and efficiency;

Implement policies and construction of Government buildings;
Award and supervise construction works for Government buildings;
Implement policies and guidelines in the maintenance and rehabilitation of Government buildings;
Implement policies and guidelines in the provision of mechanical and electrical building services for Government buildings in the County;
Maintain and update an inventory of County Government properties;
Implement policies and guidelines in the provision of construction and maintenance of other public works in the county;
