H.E. Governor Mohamed Adan Khalif has been officially recognized as a recipient of the 2025 People’s Choice Governor’s Excellence Award in Paris, France.
The award celebrates his transformative Elimu Kwa Wote Initiative and his outstanding contribution to advancing education in Mandera County. The Chief of Staff, Mr. Issadin Adawa Edo, received the award on behalf of the Governor.
This international recognition is part of a global initiative that promotes people-centered leadership, strengthens democratic governance, and fosters peer-to-peer learning among public sector leaders from Africa and Europe.
Under Governor Khalif’s leadership, Mandera County has rolled out major education interventions, including:
1. The Elimu Kwa Wote Initiative supporting 34,372 secondary school students and 5,697 university and college students—a total of 40,069 learners.
2. Recruitment of 450 ECDE teachers to improve the quality of early childhood education.
3. Construction of 66 new ECDE classrooms to provide a conducive learning environment.
4. Provision of learning materials and furniture to ECDE centers.
5. School feeding program for ECDE learners to boost attendance and retention.
6. 50% scholarship for more than 1,000 trainee teachers at Mandera Teachers Training College.
7. Distribution of start-up kits to graduates of technical and vocational training centers.
Through strategic partnerships and focused investment, the County Government of Mandera continues to expand access to education, improve infrastructure, and strengthen learning outcomes for thousands of students across the county.
