    Governor Ali Roba’s third media briefing on the novel Covid-19

    Further to our two public health directives on Covid-19 issued on the 17th and 23rd March 2020 respectively. We continue to prepare our county response through a comprehensive and multifaceted approach.
    In our efforts to address the Covid-19 pandemic, Mandera County Government has formed a multi-agency task force to spearhead the county preparedness to respond to the pandemic in terms of controlling spread and management of cases of the deadly disease. We thank Almighty Allah that no case has been reported in our County but we continue to be on a high alert to keenly monitor the situation.
    To complement the goodwill gesture of H.E. President Uhuru Kenyatta and his appeal for voluntary contribution towards COVID-19 intervention, Mandera County Government Executive met today and approved the following decision: Effective from 1st April to June 30th 2020
    • Governor and deputy governor will take 30% pay cut
    • Staff in the job group T – 20% pay cut
    • Staff in job group S – 15 % pay cut
    • Staff in Job group R – 10% pay cut
    • All other cadres are advised to sign voluntary contribution from their basic salaries. Further advisory will be issued at the end of June.
    • I appeal to Mandera County Assembly and private sector within the county to implement the same in the spirit of collective approach to challenges at hand.
    Our interventions to prevent Covid-19 spread will be structured in a phased comprehensive and multi-faceted approach to be implemented through committees headed by senior county officials.
    The Phase One Committee Teams
    The County Multi-Agency Task Force on Covid-19 will be chaired by the Deputy Governor H.E. Mohammed Arai. The County determined the following actions to adequately respond.
    a) For Mandera North and Mandera East sub-counties, Mandera County Referral Hospital has been designated as isolation and county Response center. Because of the population of Mandera town and in order to address capacity challenges it was further determined that three centers be activated and operationalize fully. These include:
    i. A 14 bed isolation ward at Mandera county referral hospital
    ii. A 64 bed ward at rehabilitation center at CBD
    iii. A 47 bed isolation center at new Kamor hospital
    b) For Lafey and Mandera South sub-counties: Elwak Referral Hospital has been designated as the isolation and response center. The Accident and Emergency Unit will be used as the isolation ward.
    c) For Banisa and Mandera West Sub-counties: because of space restriction it was decided the newly constructed Takaba sub-county headquarters be designated as the response center and isolation ward.
    d) For Kotulo: the county entry point control, it was decided that the new sub-county offices in Kotulo be converted into isolation ward and response center.

    It has been further decided that Mandera county government relevant department plan for three months targeted relief food distribution to the most vulnerable in society.
    In conclusion, despite our well intentioned plans, Mandera County is still constrained in terms of resources and capacity to adequately make effective interventions without the support of the National Government, development partners, civil society organizations and well-wishers from the private sector. We passionately appeal for support to help deal with these emergency matters.
    Sections of our county have been adversely affected by the long drought which was followed by devastating floods. The situation was worsened by locust invasion for over 3 months since December 2019. All these factors have compromised food security in Mandera County and we equally appeal for support to compliment county government with relief interventions like food and essential commodities.
    Almighty Allah knows why this is happening and only Him has the power to bail us out of this pandemic swiftly so all of us must pray to the Almighty God, give charity and repent for Allah to have mercy on us.
