His Excellency’s Speech on village administrators & enforcement officers’s Naivasha Passout Parade, 2021

Graduands,
The Director General and the Leadership of National Youth Service Honourable Senator Mandera County
Honourable Members of National Assembly
Honourable Speaker and Members of Mandera County Assembly, County Executives, Chief Officers and Heads of Department present, Ladies and Gentlemen, Asalaam Aleykum and Good Morning to you all. It gives me great pleasure to preside over today’s passing out celebrations for graduands entering Mandera County Government service as Village Administrators and Enforcement Officers. I am pleased that these young Kenyans men and women are ready to serve the county and our beloved Nation Kenya through noble service.
I extend my hearty congratulations to all the graduands and to register my immense appreciation to the NYS instructors who have trained, drilled and nurtured the cohort throughout the training.
Ladies and gentlemen,
This event demonstrates advantages of partnership between National Government and County Governments where National Government through the National Youth Service helps to build capacity of County Government staff using resources and personnel in their ranks. It is a demonstration of Government to Government service which should be emulated and scaled up and I challenge County Governments to take advantage of such opportunities. There is no doubt NYS offers disciplined, dependable, skilled and
competent training that positions graduands for the challenges ahead in delivering services in County Governments and the private sector.
The graduands will play a key role in community solution providers, civic protection and are expected to demonstrate respect for human rights by operating within the confines of law. In the first term of Government 2013-2017,we trained some 213 enforcement officers and they have continued to deliver dynamic service in their stations of work from the skills and knowledge acquired from the NYS College in Gilgil.
I conclude by extending immense appreciation to National Government for positioning NYS and other National Institutions for strategic roles in strengthening County Governments build their capacities better. I take this opportunity to announce that on 11th September 2021 the
graduands will showcase the skills they have acquired back in Mandera. Kindly invite your families to join us on that occasion. I also instruct executives to start preparations for the same event with immediate effect.
Finally, I wish all the graduands success in the execution of tasks ahead of them and may you convey our greetings to your families and friends who are unable to celebrate with us because of Covid-19 pandemic.
