Governor Ali Roba’s speech during the flagging off of the second consignment of Countywide Emergency Relief Food distribution

H. E. The Deputy Governor, Members of County Executive Committee Members, Hon. Members of the Assembly present, Chief Officers present and the great people of Mandera; Asalam Aleykum Warahmatullahi Wabarakatuhu.
We gather here today to officially launch the Countywide Emergency Relief Food distribution as one of the intervention measures to COVID-19 Pandemic that is currently ravaging the world and affecting our county and country in a significant way. Due the high number of positive cases we have in Mandera, our County has been placed under total lock down. The outbreak of this disease has also resulted the closure of the Kenya – Somali boarder as well as Kenya – Ethiopian boarder. The above coupled with the onset of the Holy month of Ramadhan has exposed the vulnerable families to serious food insecurity challenges. The combinations of all the above factors have contributed a lot of hardship to the vulnerable population of our county.
In the week between 8th to 14 April, 2020, County technical team from various departments lead by Special Programme carried out an elaborate mapping of the most vulnerable in our society. The need assessment of these most vulnerable members of the community within the 7 sub-counties up to the village level and more specifically the number of households mostly affected in the county. We have identified over 86,000 vulnerable households in need of support. We have however picked about 10,000 (ten thousand) households most desperately in need of food assistance for the next 3 (three) months from April, to June 2020.
This is broken down by sub-counties:

This population include the most vulnerable, Dugsi/Madarasa teachers, those living with HIV and Internally Displaced Persons IDPs and people living with similar conditions. In order to support these numbers of households, I am today launching the distribution of 693 metric tons of food stuff made up of 450 Metric tons of rice, 150 metric tons of beans and 93 Metric tons of cooking oil. This portion will be distributed to these identified beneficiaries on monthly basis over the next three months across all the seven sub-counties.
Our effort is also being complimented by WFP through its agents on the ground KOKOP who have also indicated that effective today they will start distributing about 470 metric tons of food stuff made up of Sorghum, beans and cooking oil across three sub- counties where they operate normally. We thank WFP and COCOP for this good gesture and call upon other organizations to emulate this example.
Despite all the above effort, the interventions that are necessary to save the lives of our people and those of their livestock are immense. Accordingly, we call upon the National government, Non-governmental Organization and all other development partners to provide support to the most affected. So, as we flag off these programs today, let’s pray to Almighty Allah to protect our people from this pandemic and have mercy on His Ummah, for, the best solutions are only those that come from Allah all the times.
