Mandera leaders joint communiqué on finding homegrown solutions to the education crisis in the county

We the leaders and the people of Mandera County, realizing that our common aspirations and prosperity lies on the immediate, firm and resolute action on finding homegrown solution’s to the education crisis in Mandera County, met at the Granada Hotel; Mandera Municipality on 20th February, 2020 to undertake “Leaders symposium on finding homegrown solution’s to the education crisis in Mandera County”.
We hereby resolved:
1. The government should do limited devolution of teachers for a period of 4 to 5 years in order for the local leadership to design a proper strategy to get enough teachers who are locals, so that we fix this problem of teachers’ gap once and for all.
2. Temporarily merge nearby schools in order to benefit them through synergizing efforts of the few teachers left in schools.
3. The County government in partnership with TSC, CDF and the ministry of Education should recruit Untrained Teachers (UT’S) with proper qualification and further engage retired teachers to teach, with the leadership committing to pay them stipend from MCG and CDF kitty, so as to fill the gap left by non-locals.
4. Schools should employ BOM teachers through the contributions of parents. The challenges caused by Al Shabaab must be felt by all so that the resentment and countering becomes everybody’s responsibility.
5. TSC to introduce Special allowance to motivate teachers in this region and encourage the others to join teaching.
6. That we the people of Northern Kenya and by extension, Mandera County, will no longer accept to be used as a recruitment ground by TSC.
7. 100% theory of transition has severely been impacted on in NEP, CS Magoha, to put measures in place just like the rest of Kenya.
8. It’s the mandate of TSC to make sure that there are teachers in schools, it becomes a slap in the face when TSC arbitrarily takes such a drastic measure of withdrawing teachers from schools without giving alternative of how children in this region will pursue their studies considering that education is a right to everyone.
9. The community to take upon itself to mentor school leavers to join teaching colleges by undertaking massive awareness campaigns.
10. Ministry of Education to re-introduce in service courses so that they continue with their training during school holidays.
11. To demand from TSC to channel funds directly to schools to enable Boards of management to employ BOM teachers since they have withdrawn the teachers.
12. Construct houses within school compounds and provide security for them.
13. The leadership to cascade these resolutions to TSC and the ministry.
